FAQ

 

 

 

 

Q: With regards to the payment of PLN’s bill via atm:

1.     When is the due date in each month for payment via ATM?

2.     Which banks have cooperation with PLN for electricity payment via ATM?

3.     Is the ATM receipt valid as a proof of payment?

4.     How come there is an incident where a PLN customer has paid the bill via ATM, however PLN has not recorded such payment, which in turns caused the disconnection of electricity and application of penalty to the customer? 

A: Dear customer, we hereby inform you the following information:

1.     The due date in each month for payment of electricity bill via ATM depends on the cycle of the customer’s billing (you may check at PLN service center in which you are registered as a customer).

2.     Please visit www.saranaonline.com

3.     The ATM receipt serves a proof of payment. Personally I pay the electricity and phone bills by auto-debet mechanism from my bank account, and I have no receipt. However so far there has been no problem.

4.     May be the payment has been done not in accordance with item 1 above.

 

 

Q: What is the electricity tariff (Rp) for 1 Watt? What if the electricity is on for an hour? I hope PLN can explain in details. 

A: The Electricity Basic Tariff (TDL), especially for household customer (R customer) for the 3rd quarter of 2003 is still applicable until now. Basically the    electricity bill consists of the followings:

1.     Load cost, which is the installed capacity at the customer’s home, i.e. 2,200 VA. The load cost is 2.2 kVA x Rp 30,400 / kVA.

2.     Usage cost per kWH, i.e. 100 kWh / month = (20 x Rp. 390,-) + (40 x Rp. 445,-) + (40 x Rp. 495) = .....  

3.     Tax on Public Roads Electrification (usually 3%) of the bills for number 1 and 2 above.

 

 

 

Q: When I click the icon of “load curve”, the page turned back to the home page. Please kindly fix the problem. Thanks for your attention and cooperation. 

A: Dear BNW,

The management has decided not to display the load curve on the web because it would show the weakness of PLN and it might turn into a political issue. During the meeting on the website development last Monday, it was argued whether the load curve is a public domain, so that the public who depend on electricity for their core business may have access to this information. The meeting concluded nothing. As far as I am concerned, the load curve may be accessed on the website of P3B Java-Madura-Bali. 

 

 

 

Q: What is the calculation of kWh for the new Electricity Basic Tariff for R3-7700 customer? 

A: The provision on tariff regulates Non-Subsidized Tariff. The Electricity Basic Tariff on PLN’s website is the Electricity Basic Tariff for 2003 (3rd quarter), because such tariff is still applicable for PLN’s customers. So, for the last 5 years the Electricity Basic Tariff has not been adjusted, even though the fuel prices for electricity generation such as oil, gas, and coal have multiplied, in addition to the increase of equipment prices for electricity generation and network. For your information, PLN has to buy fuel at the market prices, i.e. PLN buys HSD from Pertamina at the figure of Rp 8,150 / liter. In 2004 there was a Presidential Decree which set out the Electricity Basic Tariff, and yet the figure was the same as that in 2003. So it was more like a re-affirmation by the Government. Please be informed of the following information:

1.     the average national usage for the capacity you are using (R3-7,700 VA is 122 hours x 7.7)

2.     the saving limit for the R3-7,700 VA is Rp 621 / kWh

3.     the maximum Multipurpose Tariff according to the Electricity Basic Tariff is Rp 1,380 / kWh

Q: I have a question regarding tariff explanation for electricity use. When the price of oil officially increased, the house owner which I live in increased the electricity tariff saying that PLN has increased electricity price. I have searched more information on Kompas daily and there was an article providing that PLN has not increased its electricity tariff. I’d like to clarify this directly to PLN, has there been a tariff increase for West Jakarta area due to the increase of oil price?

 

A: The Electricity Basic Tariff is set out by the Presidential Decree. The applicable Electricity Basic Tariff is the TDL for the 3rd quarter of 2003. So, since 2003 there has been no increase in the Electricity Basic Tariff, even though the oil price has increased several times.

 

 

 

Q: Where can I find historical and statistical information regarding electricity tariff for the industry for the last 5 years? 

A: For your information, since the 3rd quarter of 2003 the Electricity Basic Tariff has not been adjusted. So the applicable TDL is the same as that 5 years ago. Please be informed, and send your support when the Electricity Basic Tariff is adjusted.

 

 

Q: How can I contact PLN via the Internet? I would like to send a prolonged complaint, which other customers may have read through other media. The complaint is regarding the following: 

“THE PUBLIC ROADS ELECTRIFICATION ALONG CIPUTAT RAYA FROM PASAR JUMAT (SEKOPOL) TO PASAR CIPUTAT HAVE NOT FUNCTIONED WELL. NEARLY 90% OF THE PUBLIC ROADS ELECTRIFICATION IS OFF AND ABANDONED. FOR PLN OFFICIALS PLEASE SEE FOR YOURSELVES. PLEASE DO NOT DEHUMINIZE PLN’S CUSTOMERS WHO HAVE PAID 3% FOR THE TAX ON PUBLIC ROADS ELECTRIFICATION, AND YET THE SERVICE IS VERY POOR. PLEASE REMEMBER THE INCOME YOU RECEIVE WILL BE HARAM IF SUCH THINGS ARE NOT OF YOUR CONCERN.” 

A: The tax on Public Roads Electrification is the tax imposed by the regional government to all of PLN’s customers based on the percentage of customers’ usage. The tax is imposed through PLN and 100% is distributed to the regional government, so it is not PLN’s income. It is the obligation of the regional government to impose the tax on Public Roads Electrification, not PLN’s. The regional government imposes the tax with the same procedure as a PLN customer, meaning that the tax will be billed and if the electricity is illegally connected through a legal process, PLN will disconnect the Public Roads Electrification. For those who would like to complain for the Public Roads Electrification matters, please do so directly to the regional government.

 

 

 

Q: What are the underlying regulations for the 2003 TDL? 

A: The underlying regulations for the 2003 TDL are as follows:

a. Law number 20 of 2002

b. Government Regulation number 10 of 1989, Article 32: the sale price of electricity is determined by the President in accordance with the proposal from the Minister. The proposal shall consider the followings:

* the public interest and affordability

* the flexibility and comfort of healthy industry and businee

* production cost

* business efficiency

* lack of energy resources

* business scale and interconnection system

* availability of fund for investment

 

c. Government Regulation number 25 of 2000, Article 8: the policy for energy price and Electricity Basic Tariff is the authority of the central Government.

 

Q: What is the purpose of the 2003 TDL? 

A: The purposes of the 2003 TDL are:

a. To minimize the electricity subsidy by re-managing the subsidy structure

b. To maintain the continuity of PLN’s electricity supply (to keep the light on)

c. To pursue gradual electricity tariff towards its economic value

 

 

Q: What is the policy of the 2003 TDL? 

A: The policy of the 2003 TDL is as follows:

a. The TDL is implemented periodically / one phase in every quarter

b. To keep implementing peak load time ( WBP) and non-peak load time  LWBP) by managing the K factor

c. To subsidize customers with connected capacity of 450 VA.

e. To keep implementing progressive tariff ( block system) for consumptive usage.

f.  To keep considering for new extensions for R1 customers with connected power of 450 VA by managing the quota.

 

 

Q: What are the strategies in the 2003 TDL? 

A: The strategies for the 2003 TDL are as follows:

a.      Tariff is to be permanently lower than the level of affordability level for the customers as measured by:

        -         Percentage of expenditure of energy for customers with low productions

        -         Expense of substitution energy for customers who are capable and economics perpetrator. 

b.  Maintains competitiveness for faction of business tariff and faction of industrial tariff by pushing productive usage of which more efficient. 

c.  Production cost (HPP) per group of customers is calculated according to the contribution based on daily load pattern in forming cost electric power supply which is fairer and supporting energy conservation and demand side management. 

d.  Application of relative position configuration of tariff between group of customer by the end of the year, based on coverage/contribution to HPP. The ratio is tariff average is divided by HPP for each customer, by considering:

      -  Social customers are lower than the industrial and commercial customers, and smaller than the household and public customers.

      -   Small customers are lower than big customers

      -   Commensurable increase to reach fair final condition

      -   Customers’ ability to pay for electricity

 

e.  Formulation of tariff average of every group of customer in each phase into  electrical base tariff structure ( TDL).  

f.   Inclusion of expense of capacity/load, expense of energy/usage, which:

      - supports more efficient electricity consumption

      - supports electricity consumption for productive activities

      - directs electricity consumption which is efficient and rationale

g.    The TDL is processed through a public hearing  

h.    Observation is done independently by the Electricity Basic Tariff Independent Monitoring Body (Pengawas Independen Pelaksanaan TDL / PIP TDL )

  

 

Q: What is the image of the 2003 TDL? 

A: The image of the 2003 TDL is as follows:

a. It is a continuity of the 2002 TDL.

b. It is part of TDL phase towards its economics value by the end of 2005

c. Its structure is plat, the as that of the 2002 TDL

d. It is executed step by step in quarters.

e. The expense of usage & load charge increase.

f. It is implemented per January 1, 2003

  

 

Q: What are the influencing factors in the formulation of the 2003 TDL? 

A: The influencing factors are as follows:

     a. Justice in bearing the charges of electric power supply

     b. There is no discrimination to consumers at the same tariff group

     c. Pursuing the electricity conservation

     d. Public hearings are conducted
