Climate Resilience Infrastructure
PLN strengthens power infrastructure resilience to ensure reliable electricity supply amid rising climate change and disaster risks.
The Urgency of Climate Resilience
Climate change is already impacting power systems. The extreme floods in Sumatra in late 2025 showed resilience is no longer optional—it is essential to maintain reliable service.
Impact on the Power System
PLN’s generation, transmission, and distribution infrastructure is spread across various regions with different climate risk profiles. In its operations, PLN faces multiple physical risks such as floods, extreme weather, landslides, droughts, and lightning strikes, all of which may affect asset reliability across the entire power system value chain.

Lessons from Extreme Flood Events
The extreme flood event in Sumatra is one clear example of how such risks can directly impact the electricity system. The damage was significant, ranging from the collapse of 150 kV transmission towers, outages across hundreds of feeders, to disruption of the distribution network. Full system recovery required nearly two weeks from the initial incident.
At the same time, events like this also reflect indirect impacts in the form of transition risks. Increasing climate intensity drives the need for adaptation in system planning, infrastructure investment, and strengthened operational standards in the future.
Power system resilience is therefore essential not only to manage current disruptions, but also to prepare the electricity system for future dynamics in the energy sector.

PLN’s Resilient Power System
PLN builds a resilient power system to balance reliable, affordable, and sustainable electricity for long-term continuity.
Secure and Reliable
Affordable and Available
Green and Clean
PLN is committed to building a resilient electricity system to maintain the balance between reliable, affordable, and environmentally friendly power supply. System resilience is essential to ensure electricity remains secure and available amid increasing climate risks, while supporting the development of cleaner energy.
By strengthening resilience against climate-related risks, PLN aims to ensure reliable electricity during disruptions while sustaining long-term system sustainability.
Beyond Emission Reductions
Climate resilience requires integrating risks into planning, operations, and long-term investment decisions. PLN strengthens resilience across asset and project lifecycles.

Governance Foundation
PLN developed the Climate Resilient Infrastructure Guideline to support systematic risk identification, asset vulnerability assessment, and adaptation prioritization across business units.
As part of strengthening its risk governance, PLN has developed the Climate Resilient Infrastructure Guideline, which can be applied across planning, infrastructure management, and system operations throughout PLN’s business units.
Climate Resilient Infrastructure Guideline 2025
Through this guideline, PLN has a structured reference for:
Climate risk identification
Asset vulnerability assessment
Systematic prioritization of adaptation measures
Implementation through CDRA Pilot Projects
PLN implemented Climate, Disaster Risk and Adaptation Assessment (CDRA) pilots to evaluate climate and disaster risks and design adaptation actions in strategic locations.
PLN’s resilience approach goes beyond policy and has been implemented through the Climate, Disaster Risk and Adaptation Assessment (CDRA). This assessment has been conducted in three pilot projects to evaluate climate and disaster risks, strengthening infrastructure resilience in strategic locations.
Lessons learned from these pilot projects serve as the foundation for strengthening PLN’s resilience strategy in the future.
PLN Climate Click

PLN developed PLN Climate Click, an internal platform to support climate impact inventory and manage adaptation actions in an integrated and trackable manner.
Through this platform, climate impact inventory is conducted in a more structured manner, supporting stronger governance for climate resilience in power infrastructure.
Next Steps
PLN will strengthen climate risk integration into RJPP and RUPTL, develop a resilience roadmap, and establish structured adaptation strategies to ensure a more reliable and adaptive power system.
By embedding climate risk considerations into power system development, PLN aims to ensure long-term planning not only supports growing energy demand, but also enhances system preparedness for climate-related challenges. Resilience is a key pillar in building a reliable, sustainable, and adaptive electricity system for the future.
