Regulations on Electricity Tariffs

The electricity tariffs provided by PLN refer to the Minister of Energy and Mineral Resources Regulation (Permen ESDM) No. 7 of 2024 concerning Electricity Tariffs Provided by PT PLN (Persero). This regulation also regulates Electricity Tariff Adjustments for 13 tariff groups.

Tariff Adjustment

Tariff Adjustments are carried out every month. This is influenced by three indicators: the US dollar exchange rate against the rupiah (exchange rate), the Indonesian Crude Price (ICP), and inflation. Thirteen of the 37 electricity tariff categories provided by PLN have experienced tariff adjustments. Find out changes in electricity rates every month here.

Tariff Group

Tariff adjustments are implemented monthly. This is influenced by three indicators: the US dollar exchange rate against the Rupiah (exchange rate), the price of crude oil or Indonesian Crude Price (ICP), and inflation. Government Offices & Public Street Lighting Tariff Category

Traction

Wholesale

Social Services

Customers included in the Social tariff group are customers of social organizations whose electricity is used for social activities. Specifically, tariff group S-3 distinguishes between Pure Social and Social Commercial activities. The differences between Pure Social and Social Commercial classifications are:

1. Pure Social Activities

Activities concerning the interests of the lower social strata

Hospitals owned by Central/Regional Government Agencies

Buildings specifically for religious worship (mosques, churches, temples, monasteries, Chinese temples, or similar)

Social institutions (orphans, elderly)

Social rehabilitation centers (narcotics, leprosy)

Government rehabilitation centers for people with disabilities

Rehabilitation centers for people with mental disabilities

Government-owned student dormitories

Government Hajj dormitories

Religious education centers: Theological schools/Islamic boarding schools

Political party and affiliated office buildings

Government/local government-owned museums

Government/local government-owned zoos

2. Commercial Social Activities

Concerning services for the middle to upper social strata, especially those more oriented towards development (Self-propelling growth)

Private schools/universities
Private hospitals
Polyclinics/Joint doctor's practices
Private research institutions
Non-government Hajj management foundations (ONH-plus)
Private company education and training centers (e.g., Garuda Training Center, Bank Mandiri Training Center, Unilever Training Center, Indonesia-America Educational Institution, etc.)

Private schools/colleges

Private hospitals

Polyclinics/Joint doctor's practices

Private research institutions

Non-government Hajj Management Foundation (ONH-plus)

Private company education and training centers (e.g., Garuda Training Center, Bank Mandiri Training Center, Unilever Training Center, Indonesian-American Educational Institution, etc.)

Household

Household tariff customers are individuals or social organizations whose electricity is used for household purposes. Examples of households include:

1. Pure Social Activities

Activities concerning the interests of the lower social strata

Houses for living

Groups of rented houses

Owned apartment buildings Individuals

Perumnas-owned apartment buildings

Private company employee family dormitories

Student dormitories

Business

Customers included in the Business tariff category are customers whose electricity from PT PLN (Persero) is partially or entirely used for one or more of the following activities:

Business of buying and selling goods, services, and hospitality

Banking business

Export/Import Trading Business

Firm, CV, PT, or legal entity/individual engaged in trading.

Business Warehousing where part or all of the building is used for storing goods or materials

Individual or legal entity businesses whose activities are primarily or entirely the sale of goods or services

Other businesses with commercial tendencies, such as medical practices, and so on.

Unlike the previous Electricity Tariff regulations, businesses with processing activities that add value to a product can be excluded from the business tariff group and included in the Industrial groups. This policy was adopted to ensure consistent implementation of the Indonesian Industrial Classification (KLUI) or the International Standard Industrial Classification of All Economic Activities (ISIC).

Examples: Welding/lathe workshops, bodywork workshops, carpentry and furniture crafts, and so on.

Industry

The Industry tariff category applies to customers using electricity for the production of goods and/or services. It covers small to large-scale industries based on operational scale and electricity demand.

Examples:

Home industries and small manufacturing

Medium-scale processing facilities

Heavy industries (cement, steel, petrochemical)

Smelters and integrated mineral processing plants

Government Offices & Public Street Lighting Tariff Category

This tariff category applies to electricity usage for government operations, public service facilities, and public street lighting (PJU). It supports the continuity of public services and improves community safety.

Examples:

Government offices and regional administrations

Public service and government facilities

Military/police facilities and court buildings

Street lighting for roads, parks, bridges, and public areas

Traction

Customers who can be grouped into the T (traction) tariff group are companies engaged in public transportation operated by PT Kereta Api Indonesia, with the following provisions:

Electricity is used directly or indirectly as the primary driving force for operated transportation facilities

Installations for transportation operations are separated from supporting installations such as station buildings, maintenance workshops, equipment warehouses, and so on.

Wholesale

Customers who can be categorized in tariff group C are Village Unit Cooperatives (KUD) that meet the following requirements:

Specially engaged in the electricity sector

Operate our own medium and low voltage networks that meet local PLN standards

Holds a valid public electricity permit (IUKU) with exclusive rights

Willing to be treated the same as other customers without demanding any exclusive rights
