What is P2TL?

Enargy Usage Regulation Enforcement – hereinafter referred to as P2TL – is a series of activities including planning, inspection, action, and settlement carried out by PLN on PLN installations and/or customer electricity installations supplied by PLN.

Some Terms in P2TL:

JTL (Electric Power Network)

A system for distributing electric power that can operate at Low Voltage (LV), Medium Voltage (MV), High Voltage (HV), or Extra High Voltage (EHV).

Electric Connection (STL)

Conductors installed above or below ground, including their equipment, as part of PLN installations connecting PLN’s network to customer installations.

Customer Installation

Electrical installations owned by the customer after the Limiting or Measuring Device (APP).

APP (Limiting and Measuring Device)

A device owned by PLN used to limit power usage and measure electrical energy, both prepaid and postpaid systems.

Who are P2TL Officers?

P2TL field officers are teams consisting of PLN officials/personnel who conduct P2TL inspections in the field with duties including:

Conduct inspections on JTL (Electric Power Network), STL (Electric Connection), APP (Limiting and Measuring Device), and customer electrical installations to regulate electricity usage.

Examine electricity usage.

Record any incidents found during P2TL inspections according to their type.

Sign inspection reports and other official documents, and prepare reports on P2TL activities.

Submit documents and evidence to P2TL administrative officers with an official handover report.

P2TL field officers have the authority to:

  • Temporarily disconnect STL and/or APP for customers subject to temporary disconnection.
  • Carry out complete dismantling of STL for customers or non-customers.
  • Confiscate evidence such as APP and other equipment.

Profile of P2TL field officers:

  • Wear official uniforms, identification, and carry necessary equipment.
  • Carry an official assignment letter signed by authorized personnel.
  • Act politely and orderly when entering customer premises.
  • Introduce themselves and explain the purpose of inspection.
  • Request the customer to accompany the inspection.
  • Ensure safety of electrical installations and public safety.

What Should You Do If P2TL Officers Visit Your Home?

Do not worry, but welcome them properly and ask for official identification and assignment letter. If in doubt, contact the nearest PLN office.

Ask for an explanation regarding their purpose.

Accompany officers during the inspection.

Carefully read the inspection report, ask questions if needed, sign it, and request a copy.

  • Electricity Usage Violations
  • There are 4 categories of violations:
  • Category I (P-I): affects power limit.
  • Category II (P-II): affects energy measurement.
  • Category III (P-III): affects both power limit and measurement.
  • Category IV (P-IV): committed by non-customers.
